President Museveni Promotes 301 UPDF Officers in Major Military Reshuffle

President Yoweri Museveni, who also serves as the Commander-in-Chief of the Uganda People’s Defence Forces (UPDF), has promoted 301 officers in a move aimed at strengthening leadership and operational effectiveness within the military.

According to a statement issued on Tuesday by UPDF acting spokesperson Col. Chris Magezi, six Brigadier Generals have been elevated to the rank of Major General. They include Godwin Karugaba, Chris Musinguzi Bagonza, Michael Nyarwa, Richard Karemire, David Robert Gonyi, and Joseph Musoke Ssemwanga, who had been serving in an acting capacity as Major General.

The promotions also confirmed 83 officers who had been serving in acting positions into their substantive ranks. In addition, 89 Second Lieutenants had their probationary ranks confirmed and were officially promoted to the rank of Lieutenant.

“These promotions and confirmations strengthen leadership across all levels of the Force and ensure continuity in fulfilling the UPDF’s constitutional mandate to defend the sovereignty and territorial integrity of Uganda,” Col. Magezi said.

The UPDF said the promotions are part of ongoing efforts to improve leadership and enhance operational efficiency across the force.

The exercise also supports the implementation of the UPDF Establishment 2021, a restructuring framework that marks a significant step in the modernization and evolution of Uganda’s armed forces.

As part of implementing the Establishment 2021, the UPDF has, since 2024, reorganized several command offices and aligned various functions and designations with the new structure.

Under the revised framework, officers appointed to key command positions are required to hold ranks corresponding to the offices they occupy. Those who had not yet attained the required ranks continued serving in acting capacities until their substantive promotions were approved.
